Fencing a yard, a substation compound or a townhouse frontage usually starts with a boundary length and ends with a council question nobody planned for. Christchurch City Council wants a building consent for anything over 2.5 metres, and across several residential zones it wants a fence you can see through, which is exactly what steel palisade gives you. Temporary site fencing, or a permanent steel perimeter?
Two different products share the words safety fencing, and the wires cross constantly. One is the temporary panel fence hired by the week to close off a construction site, an excavation or an event, then lifted out when the job finishes. The other is permanent: steel palisade, anti-climb mesh or a fixed safety barrier, concreted into the ground and expected to stand for decades without anyone touching it. Palisade, anti-climb mesh and safety barriers
Steel palisade is the hard perimeter most Christchurch sites picture. Vertical pales bolt to horizontal rails carried on posts set in concrete, and the gap between pales keeps sightlines open while the rolled pale profile resists a climb. Pale tops are a specification decision: rounded where the fence faces a public footpath or a school boundary, pointed where the site brief calls for it.
358 anti-climb mesh is the other perimeter commonly specified here. The aperture is too tight to take a foothold, and from a few metres back it reads as almost transparent, which suits frontages where palisade would look too industrial.
Safety barriers are a separate job with a separate trigger. Wherever a fall is 1 metre or more, a barrier is required whether or not a building consent is. Car park edges, loading docks, mezzanines and the tops of retaining walls all land in that category.

What Christchurch City Council asks of a fence
Height is the first test. The Council requires a building consent for any fence or hoarding over 2.5 metres, measured vertically from the top of the fence to the supporting ground directly below. On a sloping boundary that measurement is not the same as the panel height, and that is where owners get caught.
Consent is not the only rule in play. In the Character Area Overlay, the Residential New Neighbourhood Zone and the medium and high density residential zones, lower and/or visually transparent fence designs are required unless a resource consent is obtained. Palisade is transparent by construction, so it answers the transparency requirement where a solid panel would need a consent to get over the line.
If your boundary follows a stream, river or open drainage channel, the fence has to sit at least 3 metres back from the bank, or one third of the District Plan waterway setback, whichever is larger. Closer than that and a resource consent applies.
Pools are the exception that swallows the height rule. A barrier enclosing a swimming pool or a spa pool is not covered by the 2.5 metre allowance at all: it is assessed under the national pool safety requirements and needs a building consent no matter how low it finishes. Christchurch City Council processes that consent, and what trips these barriers up is almost always hardware rather than steel, so gate self-closing, self-latching and the clearances above and below the panel get settled at design stage.

Steel that holds up on the plains
We work in steel, aluminium and stainless steel, and for a perimeter run steel is almost always the answer. Hot-dip galvanising after fabrication coats the inside of the section as well as the outside, which is where a fence quietly gives up first. Powder coat goes over the top where colour matters or the fence faces a street.
Wind sets the rest of the specification. The nor’wester crosses the plains warm, dry and gusty, and winter southerlies bring hard frost, around 37 screen frosts and 90 ground frosts a year. A solid panel catches the lot; palisade lets the air through, which is part of why it stays upright. Post size, post spacing and footing depth come off the finished height, the exposure and what you are digging into.
How the job runs
Everything starts with someone on your site holding a tape measure, looking at ground conditions, at whether a borer can reach the fence line, and at where gates have to land. From there the work runs in three stages: design, manufacture, installation. Design fixes heights, pale spacing, gate swings and hardware against the zone rules that apply to your address. Installation is posts, concrete, rails and pales, then hanging and adjusting the gates.

What the quote is built from
Pricing is on quote. A fence is costed off what the boundary and the ground actually do:
- Perimeter length, and how many corners and changes of level are in it
- Finished height, which drives post size, footing depth and whether a consent is in play
- Ground conditions and access along the line
- Gates: swing or slide, manual or automated, and the hardware specified
- Finish: galvanised only, or galvanised and powder coated to a colour
A metre of fence across flat open ground and a metre climbing a broken bank are not the same metre. That is why the visit comes before the number.

Does my neighbour have to pay half the fence?
A shared boundary fence sits under the Fencing Act 1978, not with the Council, and the Act works on adjoining owners sharing the cost of an adequate fence. It runs on written notice between neighbours before the work starts.
How high can a fence be between neighbours?
Up to 2.5 metres you are outside building consent in Christchurch. Zone rules can bite lower, so the height that is legal on your street depends on which residential zone the property sits in.
How secure is palisade fencing, really?
Its strength is that it gives nothing to grip and nothing to hide behind, so a site stays visible from the road. The trade-off is appearance: palisade reads as industrial, which is why frontages sometimes go to anti-climb mesh instead.
How long does a steel fence last?
Longer than anything else on the boundary, provided the coating suits the exposure. Hot-dip galvanising is what buys the decades. The parts needing attention over time are the moving ones: hinges, latches and gate automation.
What does palisade fencing cost in Christchurch?
It is quoted per site. Length, height, ground, gates and finish all move the figure, and there is no honest way to price a fence line from a desk.
